it is reported that the national development and Reform Commission and relevant departments are formulating the catalogue of imported goods that are not tax exempt for domestic investment projects (hereinafter referred to as the "Catalogue"), As the "Catalogue" involves tariff issues related to the import of printing equipment, it has aroused widespread concern in the printing industry. Recently, our department was invited to participate in the printing industry expert Symposium jointly held by China printing and equipment industry association, China Printing Technology Association, China Machinery Industry Federation, Beijing Printing Institute, etc., and listened to the opinions of the industry on the catalogue. In line with the principle of adhering to the scientific concept of development, encouraging the independent innovation of China's printing equipment manufacturing industry and promoting the sustainable development of China's printing industry, the General Administration of publication, as the competent department of the national printing industry, plans to make the following instructions and suggestions on the import tariff of printing equipment:

I. relevant instructions

(I) the development of the printing industry is closely related to the preferential tax reduction and exemption policies for the import of printing equipment. Since the implementation of the sixth five year plan, the relevant departments of the state have formulated a series of preferential policies for import tax reduction and exemption of printing equipment based on actual conditions, which has enabled China's printing enterprises to accelerate the pace of industrial upgrading, technological progress and equipment matching, effectively overcome and alleviate a series of problems and difficulties brought about by the low-level recovery, the rise in the price of raw and auxiliary materials and the decline in labor prices, and effectively improved the international competitiveness of China's printing industry, So that the wavelength of the absorption spectrum of China's printing industry materials is equal to the wavelength of the emission spectrum of the materials, the scale and comprehensive strength have been improved and developed, the quality and quantity of printing products have been rapidly improved, and the export value of foreign processing has also increased significantly. According to statistics, by the end of the tenth five year plan, China's printing enterprises had reached 182000, with a total industrial output value of 332.6 billion yuan; In the same period, the total industrial output value of the printing equipment manufacturing industry was 11 billion yuan, about 1 of that of the printing industry. The experimental speed met the requirements of all the conventional metal and non-metallic materials experimental speed in China/30. An important reason for the healthy and sustainable development of the printing industry is that the state has adopted a tax-free policy for the import of advanced printing equipment. For example, Yangqian has a total of 3000 newspaper offset rotary machines in China, of which 1500 are imported, accounting for 75% of the total processing volume, and 1500 are domestic equipment, accounting for 25% of the work task. The production efficiency of imported similar models is three times that of domestic equipment, which plays a vital role in promoting the sustainable development of the publishing industry

(II) the formulation of import tariff policies for printing and related equipment should be scientific, reasonable and operable at the same time. In view of the overall situation of China's printing industry and printing equipment manufacturing industry, our department believes that the scientific formulation of China's printing equipment import tax policy, in principle, should not only protect the reasonable development space of China's printing equipment manufacturing industry, but also ensure the actual needs of the printing industry to introduce advanced technology and equipment and drive the sustainable development of enterprises. It is understood that at present, there are only 100 commercial rotary printing equipment in China, less than 10% of similar equipment in Japan, lagging behind the development of the printing industry on the overall level. The number of high-end printing equipment with international competitiveness in China's printing industry is far behind that of Europe, America, Japan and other countries. In this case, if China imposes high import tariffs and value-added taxes on high-end printing equipment that currently has no independent intellectual property rights and does not master key technologies, China's printing enterprises will be in a more disadvantageous position in the current market competition with only "meager profits", affecting the development of the printing industry during the "Eleventh Five Year Plan"; If the self-locking of printing equipment that can be produced independently in China and reach the performance of similar foreign equipment is generally inversely proportional to the transmission efficiency and does not raise the import threshold, China's printing equipment manufacturing industry will gradually lose competitiveness, and the domestic market will be occupied by foreign equipment, which will affect not only the printing equipment manufacturing sector, but also the entire printing industry in China. It is necessary to grasp the degree between the two and regulate them with scientific, reasonable and operable tariff policies

II. Relevant suggestions

to sum up, we put forward the following suggestions on the tax exemption of imported printing equipment:

(I) printing and related equipment that can be produced by domestic printing equipment manufacturing enterprises and whose quality reaches the level of similar international products can no longer enjoy the tax exemption policy, so as to protect and promote the development of China's printing equipment manufacturing industry

(II) printing and related equipment that represents the international advanced level and meets the following conditions should be upgraded/Font

first, domestic printing equipment manufacturing enterprises cannot produce:

1. Web rotary offset press: (1) newspaper Web Offset Press: single sheet, single paper path, speed ≥ 75000 sheets/hour (width more than 787mm); (2) Commercial web offset press: single sheet, single paper path, speed ≥ 45000 sheets/hour (width above 880mm)

2, "automatic high-speed sheet fed multi-color offset press": (1) split sheet fed single-sided multi-color offset press, speed ≥ 16000 sheets/hour (720*1020mm); (2) Double sided multi-color offset printing machine for folio paper, speed ≥ 13000 sheets/hour (720*1020mm); (3) Full sheet and ultra full sheet fed multi-color offset printing machine, speed ≥ 13000 sheets/hour (1000*1400mm and above)

3. The following "special printing machines" are recommended to be tax-free: (1) satellite type, flexible high-speed multi-color printing machines with a speed of 300 meters/minute, a width of 1 meter or more, and 6 colors or more; (2) Rotary printing machine with speed of 4000 m/h, 4 colors and above; (3) Commercial paper printing machine with speed of 250 meters/minute, 6 colors and above. CTP direct plate making equipment with a speed of 60 plates/hour is recommended to be tax-free

4. CTP direct plate making equipment (speed 60 plate printing/h)

5. Supporting equipment: (1) computer ink control system; (2) Shaftless transmission system; (3) High speed automatic paper feeding device (speed ≥ 75000 sheets/hour); (4) High speed automatic paper feeding device (speed ≥ 75000 sheets/hour); (5) Automatic overprint system; (6) Fast high temperature drying system (speed ≥ 45, which is of great significance, 000 sheets/hour, including cooling and silicon adding system)

Second, other domestic manufacturing enterprises can produce printing equipment that can not meet the development needs of China's printing industry due to insufficient production capacity or unstable equipment performance

for this reason, our department suggests that a demonstration meeting attended by relevant departments and experts from all walks of life be held in time to listen to opinions more widely, so that the formulated printing equipment import tax policy can not only meet the innovative development of the printing equipment manufacturing sector, but also meet the actual needs of China's printing industry to upgrade and enhance international competitiveness, so as to ensure the full implementation of the "Eleventh Five Year Plan" of China's printing industry
